Im Rahmen seiner Durchsetzungsmaßnahmen veröffentlicht das OFAC eine Liste von Personen und Unternehmen,  die als „Specially Designated Nationals“ oder „SDNs“ bezeichnet werden. Ihre Vermögenswerte sind blockiert, und US-Personen ist es generell untersagt, mit ihnen Geschäfte zu machen.

Die Programmcodes oder „Tags“ nach jedem Eintrag in der Sanktionsliste geben das Sanktionsprogramm an, nach dem die Person gesperrt, benannt oder identifiziert wurde. Jeder Eintrag in der Sanktionsliste kann mehrere Programmkennungen haben und kann auch in mehr als einer Liste erscheinen.

Zum Teil unterliegen diese Personen sog. Sekundärsanktionen, sodass es auch europäischen Rechtsträgern untersagt ist, mit diesen SDN-Personen zu kooperieren.
